The City of South Bend, Indiana applied Optimizer WCS to review the existing $412 M grey infrastructure LTCP that was originally developed using traditional planning techniques, and to evaluate the potential effects of green infrastructure. The optimization demonstrated potential savings of $112 M (27%) over the cost of the original plan. In addition to reduced program costs, the optimized solution reduced typical-year CSO volume by 30%.

The optimization technology was also applied to determine the sequence of project delivery to achieve maximum return on investment. This analysis demonstrated the combination of green and grey improvement projects that would achieve approximately 75% of the target overflow reduction within the first 20% of capital expenditure.
