Suez and T&M Associates engaged HDR and WCS Engineering to evaluate and optimize LTCP CSO control measure alternatives for the City of Bayonne collection system and produce a preliminary LTCP strategy. Control measures evaluated include conveyance, storage, GI, flow control, and remote PAA treatment facilities. The optimization was formulated to evaluate 30 rain events per run that represented the typical year rainfall for the catchment. Alternatives were evaluated based on their CSO volume reduction and yearly activation count.

The preliminary optimization identified solutions to reduce CSO event frequency to 0, 4, 8, 12, and 20 CSO events per year.  This was achieved by running separate optimization scenarios for each target CSO frequency.  Each optimization scenario evaluated hundreds of potential capital improvement strategy alternatives and considered the system performance for each of the key 30 storm events from the typical year rainfall.
